Minister of Investment and Downstream Industries/Head of BKPM Rosan Perkasa Roeslani together with Batam Mayor Amsakar Achmad officially signed a Memorandum of Understanding (MoU) for investment development in the Batam Free Trade Zone and Free Port (KPBPB). This strategic step becomes a breakthrough in accelerating investment facilitation and improving more responsive investment climate.
Minister Rosan emphasized the importance of investment as a main pillar to achieve the national economic growth target of 8% by 2029 according to President Prabowo's directive. "Investment contribution is the second largest (29-30%) after domestic consumption which is around 53-55%," he stated.
This MoU aims to create a better, faster, more transparent, and more open investment climate, especially in Batam.
One concrete breakthrough in the MoU is the re-establishment of the Investment Realization Enhancement Desk at KPBPB Batam. Rosan committed to placing a special team from the Ministry of Investment and Downstream Industries/BKPM permanently in Batam.
"With the Desk placed in Batam, investment facilitation processes will be faster. Some of our authorities will be distributed to Batam so licensing can run more efficiently," Rosan emphasized.
Batam Mayor Amsakar Achmad welcomed this step positively as a response to business community aspirations who have been facing long bureaucratic challenges. "This is a manifestation of our joint commitment to create an area that is not only investment-friendly, but also adaptive and responsive to global developments," said Amsakar.
Amsakar outlined several flagship projects that are attracting investor attention:
"Solar Home System has very high interest, at least there are already two companies planning to invest. The impact will be extraordinary," Amsakar explained.
BKPM data shows investment realization in Batam for the period 2020-Q1 2025 reached Rp100.5 trillion with the largest sector distribution:
Singapore became the largest FDI source with total investment of Rp33.78 trillion.
The success of the investment facilitation model in Batam can serve as a reference for other regions, including Sintang Regency. DPMPTSP Sintang is ready to adopt best practices to improve investment services in West Kalimantan.

On Thursday, June 12, 2025, DPMPTSP Sintang conducted capacity building and innovation refreshment activities for KAIN IKAT held in Kebong Village, Kelam Permai Sub-district. This program specifically focuses on providing optimal business licensing services to Micro and Small Business (MSB) actors in the area.
This activity is part of DPMPTSP Sintang's efforts to support ease of doing business and community economic empowerment at the village level, particularly for micro and small business sectors that serve as the backbone of the regional economy.

SINTANG - The Investment and One-Stop Integrated Services Office (DPMPTSP) of Sintang Regency has once again conducted capacity building and innovation refreshment for KAIN IKAT (Information Service Cadres and Licensing Assistance in Districts) as well as business licensing services for Micro and Small Enterprise (MSE) actors. This time, the activity was carried out in Sungai Tebelian District on Wednesday, April 30, 2025.
KAIN IKAT is a flagship program of DPMPTSP Sintang Regency that aims to bring licensing services closer to the community, especially in district areas far from the city center. Through this program, trained cadres at the district level help business actors obtain information and assist in the licensing process.
"The KAIN IKAT program is very strategic in our efforts to bring licensing services closer to the community. With cadres in the districts, business actors don't need to travel far to the city to manage licensing," said the PTSP Coordinator of DPMPTSP Sintang Regency in his remarks.
This capacity building activity includes updates on the latest licensing regulations, introduction to online licensing application systems, and training on assistance techniques for MSE actors. KAIN IKAT cadres in Sungai Tebelian District are expected to further improve the quality of services provided to the community after participating in this briefing.
In addition to capacity building for KAIN IKAT cadres, DPMPTSP Sintang Regency also provided direct business licensing services to MSE actors in Sungai Tebelian District. Dozens of business actors attended to take advantage of this opportunity to complete their business licensing documents.
"We see that there are still many MSE actors who do not have complete business licenses. In fact, these licenses are very important for the future development of their businesses, including access to financing and other government programs," explained the DPMPTSP Service Team Coordinator.
During the activity, the DPMPTSP team helped MSE actors manage various types of licenses, such as Business Identification Numbers (NIB), Micro and Small Business Licenses (IUMK), and Standard Certificates. This service is provided free of charge in accordance with the government's commitment to supporting local economic growth through strengthening the MSE sector.
The presence of the DPMPTSP team in Sungai Tebelian District received an enthusiastic welcome from the local community. Hundreds of residents and business actors filled the Sungai Tebelian District Hall to get information and licensing services.
"I am very grateful for the presence of the DPMPTSP team in our district. I have always delayed taking care of business licenses due to distance and time constraints. With this mobile service, I can finally manage the license for the coffee shop I run," said Mr. Ahmad, one of the MSE actors in Sungai Tebelian District.
The Head of Sungai Tebelian District also expressed appreciation for the initiative of DPMPTSP Sintang Regency in bringing licensing services closer to the community. According to him, this activity is very beneficial in encouraging business formality in his area, which is predominantly still operating in the informal sector.
Sungai Tebelian District is known to have considerable economic potential, especially in the agriculture, plantation, and home industry sectors. Many MSE actors are engaged in agricultural product processing, crafts, and local culinary specialties.
"Sungai Tebelian District has many featured products with potential for development, such as tempeh chips, bamboo weaving, and freshwater fish products. With business legality, these products can develop further and penetrate wider markets," explained the Head of Economic Section of Sungai Tebelian District.

Erwin Simanjuntak, M.Si, along with several Civil Servants (PNS) who will be entering retirement in 2026, participated in a special preparation program. The event titled "Preparation Program for Civil Servants Approaching Retirement in 2026 within the Sintang Regency Government" was held on Tuesday, April 29, 2025, at the Sintang Regent's Pendopo.
The retirement preparation program was officially opened by the Vice Regent of Sintang, Florensius Ronny. In his remarks, the Vice Regent expressed deep appreciation to all civil servants who have dedicated themselves to the advancement of Sintang Regency for many years.
"This preparation program is a form of attention and appreciation from the Sintang Regency Government to the civil servants who have shown high dedication in providing the best service to the community. We hope this activity can help civil servants prepare themselves for retirement with greater readiness and optimism," said Florensius Ronny in his speech.
This preparation program is designed to provide comprehensive understanding for civil servants who will be entering retirement regarding various important aspects, ranging from mental preparation, health, finances, to opportunities for post-retirement activities.

"As civil servants, our duty and responsibility is to provide the best service to the community. Even though I will retire next year, my commitment to providing excellent service will not diminish in the slightest," Erwin emphasized.
During his leadership at DPMPTSP Sintang Regency, Ir. Erwin Simanjuntak, M.Si has developed many public service innovations, one of which is the KAIN IKAT program (Information Service Cadres and Licensing Assistance in Districts) which has successfully brought licensing access closer to communities in remote villages.
The Vice Regent of Sintang, Florensius Ronny, hopes that the spirit of service demonstrated by civil servants approaching retirement can inspire younger generations of civil servants.
"The experience and dedication of the seniors who will be retiring are valuable assets for the Sintang Regency Government. We hope that the process of transferring knowledge and values of service can run well to ensure the sustainability of government programs and services," he added.
This full-day preparation program was attended by approximately 45 civil servants from various departments within the Sintang Regency Government who will be entering retirement in 2026. It is hoped that after participating in this program, civil servants can be better prepared to face the transition to retirement while remaining productive and making positive contributions to society.
